A Union for Collective Action and Advocacy
Over the last 49 years, the residents of Sierra View Planned Community could count on low annual dues and only minimal contact with our HOA, Sierra View Association (SVA) and our corporate founder, Sierra View Corporation's owner Mr. Vincent Barth (SVC).
For most people, SVA and SVC had been invisible. Amenities do exist for those interested. You could ignore this HOA, live your life and so forth--SVA wasn't the type of Association that you heard horror stories about with petty rules, surprise assessments, attack-dog lawyers slapping liens on homes with unpaid fines. It's been tolerable, until now: we face millions of dollars in repairs to keep an aging pool and clubhouse open.
Time to worry: In this past year, 2025, there have been mass resignations among the staff and Board, vacant seats on the Board, allegations of corruption and fraud, and refusals to grant access to records when members have requested transparency--a "right to know" for you and every member.
Decades of shoe-string management and neglect is no longer a secret. "Deed Restrictions" (The Declaration, the CC&R) have been amended improperly in 2016, (see History tab) sums in excess of $30,000 spent on the pool without the consent of membership, a Board that ignores the authority our By-Laws, and most recently, a corporate HOA Manager, "First Service Residential" is now managing daily affairs--the worst possible choice. This big, national, corporation specializes in weak and apathetic HOAs from whom to extract profit for its shareholders.
WHY THIS MATTERS?
FSR and SVA will be hammering YOU for cash.
FSR has a troublesome reputation: late fees on late fees, monitoring fees (?) stonewalling requests, hitting residents with emergency assessments for losses that insurance should pay, and hiring its own contractor, Gittleman Construction to perform repairs.
Reading reviews on Trustpilot, (FSR scores only 1.7 stars, with complaints of neglect, unjust fees, stonewalling, and conflict of interest/self dealing. They market themselves with a low introductory price, then take over operations to extract as much as they can from the members---thousands. Will they put a liens with credit-card high interest rates on your home? We're not willing to find out.
You are not alone. A group of homeowners has been organizing, and together we can put SVA, SVC, and FSR on notice:
That we understand our rights.
That we understand the weakness of our governing documents.
That we understand the state laws governing planned communities:
That we WON'T TOLERATE any misapplication of Deed Restrictions, By Laws, and Rules.
Join us: We are many and they are few!
What "governing documents" are and why they matter.
The Petitions:
Print, sign and notarize
Protect yourself from financial exploitation.
Posts where you can read the last few years of Board drama, ask questions, and ask/vent if necessary.
Speak directly to the HOA--let them know. Send your *polite* rants to us for publication.
